Signing of the agreement with AXA on the formation of a local mutual company
The Center Communal d 'Action Sociale Board of Directors on 19 February approved the agreement to sign an agreement with AXA, Roland DUMESTRE (Vic-en-Bigorre Agency), to establish a mutual agreement.

Signing of the agreement with the local mission to implement the Employment Competencies (PEC) contract
Since 1 January 2018, the funded contracts have been converted into a career path for qualifications (PEC) to facilitate the occupational integration of persons farthest from employment.
This contract must enable the hired employee to further develop his or her professional career and to more effectively claim a permanent position in the desired area. In fact, the PEC system must be part of a skills development logic, in particular through a training course (not necessarily a degree, but a pre-qualification course).
These PEC contracts require the signing of a tripartite agreement between the retired person, the employer and the prescribing physician (Pôle Emploi, Mission Locale or Cap Emploi). In this way, the skills of the newly hired person can be determined in advance.
In addition, the employer is financially supported by the state as part of the Parcours Emploi Compétences program. The Occitania region has set the state's share of these contracts at 50% of the minimum growth (SMIC). This rate increases by 10% for communities in the rural revitalization zone.
The municipality of Vic-en-Bigorre wanted to employ Thomas LETIEVENT on the career path Emploi Compétences to enable him to enter the professional world. Under the terms of the contract, the state supports the municipality of Vic-en-Bigorre up to 60% (depending on the rate and increase in the region).
The three actors of this device are:

- Thomas LETIEVENT.
Thomas LETIEVENT, followed by the local mission and owner of a CAP thermal installer, wants to use his skills for the benefit of the community.
He will be recruited as a polyvalent technical service agent for one year from 5 March 2019 and will discover the mission sign and the maintenance of green spaces, maintenance and rehabilitation of communal buildings carried out by the agents of the Municipal Workshops of the Vic-en-Bigorre Municipality (management). The local mission is monitored throughout the year through quarterly meetings and a final evaluation. In fact, it will vouch for the increase in skills of Thomas LETIEVENT.
